I'm pretty happy with the Saab recommended interval. Then again, I use decent quality fuel - I try and stick with the same few stations. If you regularly use off-brand fuel (Dairy Mart gas, etc), you might want to change it sooner.
Given the importance of a good fuel filter, and the downside of a bad one (anything from dead on the side of the road to injector damage), get a decent one. That's either Saab or a good brand like Bosch. Mail order one from one of the vendors that advertise on this BB (see below). They usually have good stuff, and not only do they support the BB, they know that if they screw up, a large part of their clientel will know really fast when you post the horror story.
Get a good one.
As to injector cleaning - I wouldn't do it unless there was a problem. If you got a load of really bad gas, or the injectors were otherwise clogged, then think about it. But most good quality gasolines have some cleaner additives, and good quality fuels don't leave the deposits and varnish that can clog an injector. Anybody that's trying to get you to do it is selling you something. Unless there's a problem, don't mess with them.
