I think a more detailed description of the problem would be useful. Things I would look at based on your description (in addition to loose wheel bolts mentioned by BillJ) are 1) a sticking brake caliper or badly warped rotor; 2) a tire with a broken band; 3) failed front control arm and/or motor mount bushings.
Most things would get worse with speed. A brake problem could be worse at slow speeds since they can loosen up by the time you hit running speed and then start all over when you come to a stop. I have had low speed control arm bushing problems. Tire thing I think would be worse the faster you go.
