By the looks of it, you seem to be right about this plug belonging to an engine heater. I would hazard, though, that this heater system works off of 220v. To add insult to injury, it looks very much like a German-style three-prong connector (I know these, lived there for ten years). American 220v plugs have two flat prongs (perpendicular to one another), along with a third, round prong for ground. If you can access any of the vehicle history, I would bet dollars to doughnuts that the car was probably bought in Europe, probably Germany. SAAB offered a 110v engine heater as an accessory some years ago; I don't know if this is still the case. If the thing has a SAAB part number on it, you can send it to me, and I'll look through my parts catalog to see if I can dig it up.
