The stock radio gets two power sources - one switched by the key, and one that's on all the time, even with the key off. It's this second source that the radio uses to know if it's been removed.
Again, assuming everything is stock, that power gets to the radio via the normal car wiring harness.
What it sounds like you have dangling is some after-market power tap. Someone at sometime decided to tap directly off the battery. This power tap has an in-line fuse. What you're seeing is one-half of the inline fuse holder. Assuming whatever that after-market power tap goes to hasn't been removed, there should be another wire with the mating part of the fuse holder. The fuse has probably fallen out long ago.
Again, this is an after-market device. The normal Saab wiring harness provides the radio with all its power requirements. Now, someone may have done something in the meantime, but that's not stock.
Try this - remove the radio. It pops out with the right tool. You don't mention the year of your car, but in most years there is Yet Another Fuse in the holder BEHIND the radio. This is the Always On power source.
