Heater Problem....

When the weather is temprate my heater blower works no problem, when it's cold it does not work at all.
Once in a while it will come on blow heat like a furnace for about 30sec. then goes off(in the cold).
I have been to three shops and the motor never works because it is now cold here in the north east, so they all say replace the motor. But why should I replace a working motor and it works well when it is on.
I am leary of buying a new motor if the same thing will happen.
Might there be another cause? Any input is appreciated.
