Pull the washer pump out of the Resevoir.. it's held in with a rubber Bung.
Usually the pump seals leak a bit letting the Fluid into the Pump Motor, causing a Rusty mess preventing the motor from turning. Remove the end cap from the motor (it is removeable)and flush the motor out with WD40.. untill it's clean , polish the Motor Commutator a bit and test it with Voltage to see if you can get it to run.. with a bit of patience and coaxing it can usually be made to work again.. for about a couple of years.
OR you could buy a new motor.. there are cheap 'universals' at parts stores.
Stalk switch rarely dies unless the motor seizes and hamhanded/stubborn efforts to 'make it run' melts the contacts ;-).. then you get to buy even more parts.
