Clutch Pedal getting stuck down

Vehicle in question is my daughters 1988 9000 turbo which is obviuosly a 5-speed. If you push the clutch pedal all the way to the floor sometimes it will not return. Eventually it will pop back up. Has anyone ever dealt with this before? If so, how did you resolve it? I am reasonably sure it is something in the linkage as it does not occur if you depress the clutch only enough to disengage. I have sprayed silicon up into the linkage and obtained temporary successes but the issue returns. Any ideas??
