In reply to your earlier query as well - yes, the BPC valve could be faulty but I wouldn't have expected that to cause such low boost, unless something else was wrong. So I'm sure you're right to look for vacuum leaks (don't forget the connections at the charcoal canister in the right-hand wing), but I wonder if the wastegate on the turbo itself is stuck, disconnected or inoperative. On the other hand, I remember when I changed my exhaust to 3" I had to re-set base boost: you've also made changes so even if you find other faults it might make sense to check this with a gauge once everything else seems to be OK..
