Ride or handling? Where are you willing to sacrifice the most? You have to know which one you would most willing to compromaise before you can make your decision.

I went with SAS bars because I thought they would do nearly nothing to the ride, but I think I was wrong about that. Just the bars seem to have made mine ride like a truck. I think the ride is pretty harsh, considering that it's supposed to be a luxury performance sedan. But the handling is so much more precise that I can't give the heavier bars up! The SAS bars actually make the car capable of oversteer. They don't make the car perfectly neutral, but they probably take the handling more toward neutral than any shocks or springs could. I was shocked at how much stiffer they made the ride - and I've yet to confirm that, although Bob Davis and I will soon compare his stock suspension with my SAS bars - but it does seem to me that the bigger bars (or maybe it's the poly bushings) do stiffen the ride a lot.

I would never put stiffer (or lowered) springs on a Saab, because I consider even the stock ride to be somewhat harsh. Same for shocks. But you have to decide on your own compromise. If it's pure handling you're after, then go for the whole package. If you value ride ... well, you might want to stick with stock. In my opinion, though, the single most bang for your buck, and the easiest bang for your buck, and the best compromise, is bigger sway bars. They will make the car handle a lot more neutral. Bear in mind though, that neutral is less forgiving than stock - a neutral car can go either way at the limit, and it's up to you to maintain the delicate balance. The stock suspension is much more forgiving!
