Car pulls to the left...

This is a new-to-me '94 Aero. It is pulling to the left quite a bit.
The car had a wheel alignment 6 months ago, and from what I can see in the printout most* things are within spec. The PO subsequently (or perhaps before) put two s/hand tyres on the front; they are the same brand as each other but are mis-matched, and the left one is wearing rapidly.
Is it possible that poor wheel balancing could cause the pull to the left? Or is it more likely to be an alignment issue?
I figure that the approach to take is to put the old tyres back on (they're in good condition, with more tread than the ones on currently), and have them balanced, so I can eliminate balance as the cause of the problem. Then if the problem persists I'll take it to a dedicated alignment shop where they can inspect the various bits, replace anything, and align the car...
Is this the best approach to take?
