So, I thought I had the electrical system sorted out, but apparently not. Before, it wouldn't start because the ac fan was always on, and fog lights were on (even tho they don't work). So we just pulled those two fuses. It was starting fine, and then would go down usually to about 11.4v (on the display) when turned off.. totally normal while running (~13).
Then I let it sit for a week while we got it insured/registered. Now it's not startng again! With the car turned off, it reads ~11v at the battery, but when you turn key to 'on' position, voltage rapidly drops, down to about 7, and then stabalizes, but (obviously) it's not enough to turn over. Take key out, volts climb back up. Nothing visible is on. I tried taking out any fuses for any suspect components (ACC, AC, radio...) Didn't help (actually, with ACC fuse out, it stable-ized at about 7.5, but thats not the major factor, i guess(?))
I checked the battery terminals, looked fine, cleaned them off, looked at the ground at the body, seemed good enough, but I'll clean it more tomorrow. Checked the resistance of the ground cable (terminal and a known ground via multimeter), and I was getting some single digit numbers, but seemed pretty small.. It's raining, I don't know if the wetness is affecting it..?

I know it could possibly be anything, but what are some of the weaker components? I was driving it everyday up & down the road a week ago, but was just wasting gas, so I parked it, and now this problem. The battery is new.
