the distance between the centerline of the wheel (midpoint between the two sides of the rim) and the mounting plane of the wheel. Thus, a 40 mm positive offset has 40 mm of space between the center of the wheel and the rim for the brakes and hub. As the rim size gets larger, the offset should decrease (by half ideally) to keep the rim from hitting the suspension pieces behind the wheel and to keep the centerline of the wheel in line with the pivot point (or axis) of the wheel.

For a 6 inch rim the offset is 34 mm, for a 6.5 inch rim the offset is 27 mm and, I guess for a 7 inch rim, the offset should be around 20 mm. With a 40 mm offset on a wide rim, you probably would need at least a 15 mm spacer to keep it from hitting the rear suspension pieces.
