http://www.quasimotors.com. Lots of good info on 9000s.
LEDs were invented by '88, but there is a lot to it. If you'll notice, not a lot of other cars use LEDs for lighting-
First, high intensity LEDs are few and far between, and they're expensive. Much, much more expensive than light bulbs. OK, what's a few extra bucks? A few bucks here a few bucks there, and then we complain that the car is too expensive.
LEDs don't run directly on 12 volts. They require current limiting resistors. That's power thrown away as heat, and you need to find some place to mount the resistors. They have developed higher voltage LEDs, but they cost more (see 'expensive').
Lastly, going to LEDs means adding more part numbers. So what? Part numbers cost money - more to track, more supplier to work with, and very importantly, more shelf space at the dealership. Light bulbs won't go away, but every time you add a unique part, you need to dedicate a supply line and shelf space to it. It may not seem important, but it's these little 'hidden costs' that mean the difference between profit and loss. Or in the case of Saab, Loss or Bigger Loss.
There are a bunch of engineering solutions, and each one of them has pros and cons.
