I have the same problems with a 91 9kt. Apparently, there is a recalibration run that you need to perform after base boost has been set. The process requires that you jump terminals one and two on the Throttle sensor plug with a wire or paper clip and make full throttle runs from app 2 - 4500 rpm in thrid gear on a hill. This should reset your max boost allowed by the ACP control unit. This is detailed at the Townsend website very thoroughly.
I have not had success with this process; and apparently, sometimes the recalibration occurs and sometimes not. If not, a trip to a SAAB dealership is required. Apparently, there is tool called ISAT (?) that is needed to reset the APC for max boost.
What I don't understand is what causes the need for the reset. I believe that I lost max boost when I reset the base boost and unplugged some fuses to clear the system memory.
