Stock max boost is around 15 psi, although 13 psi is about the max sustainable in hot summer months (on my 94 Aero, anyway). Base boost - mid yellow/5 to 6 psi - is what the system defaults to when something goes wrong. Being limited to base boost almost guarantees that the fault is somewhere in the boost control system, not something extraneous like plugs/DI/etc. (a miss under load is more characteristic of those problems).
See if you can hear the control solenoid buzzing when the ignition switch is in the run position (see link below for a pic). Try rapping the control solenoid sharply with a screwdriver handle a few times. If the owner feels adventurous, have them try removing the hoses and spraying WD40 into the solenoid ports (mark the hoses for position first). It's best to remove teh solenoid, wpray stuff in, then shake it out thoroughly. If solenoid "adjustments" make it boost properly, the solenoid should be replpaced with a new one.
Oh, btw, check all vaccum hoses carefully too. And make sure all the sensors are connected (particularly the temp sensor on the metal inlet pipe).
