I've only had this happen twice since last summer after I had the fan switch and thermostat replaced. It had not happened prior to that. The only reason I replaced them at that time is because I was replacing the heater core and water pump.
With mine I thought the low speed fan was not coming on when it should have. But, I suppose it's possible that the radiator was cool and the block was hot because the thermostat wasn't opening fully. Hard to say.
So recently I wired a switch in the cabin that allows me to ground pin 85 of the low speed cooling fan relay so if I see the car heating up I can turn on the fan from cabin (assuming the relay is not the culprit).
I have 111k miles on my 1994 Aero and would hate to lose the engine from it overheating. By the way, is your radiator the original? Mine is and it seems to have lost its efficiency. The cooling fan runs alot and at highway speeds on hot days the gauge sits around 10 o'clock which is about the point that the low speed fan will come on.
