I don't have the wiring diagram in front of me, but I seem to remember that the one terminal that goes to the ELCD valve is connected to the ignition-on circuit, that is, the B+ relay associated with the ignition switch being in the run position. The other terminal goes to the Jetronic computer that grounds or opens the connection based on it's programming. If that's true, then the connection to ground is most likely done through a switching transistor, which will introduce a small voltage drop. Also, if you are using a DVM, the input impedance will be high so that will also affect the reading. (The transistor impedance and the DVM impedance will act as a voltage divider, and not give you a true representation of the actual voltage that would appear across the valve coil.)

I can check the diagram when I get home, but it sounds like what you are seeing is normal.
