Les has given it to you in a nutshell.
Do you have a voltmeter or test light or are you just throwing parts at a problem hoping you'll hit the target in the dark?
Fan test guick: remove relay covers and plug back in. Both covers of hi and lo. Manually make relay contactor on low, if it runs hold it on and then make hi also.
This is in effect a reduced voltage start done in industrial items all the time. Roll the motor then hit it with full power to keep from sucking too much current to it from a dead start. This will test just the power end of relays and motor wiring. Resistor should have full battery on one side of it and be reduced to 10V or so when running low speed.
