Vacuum hose dilemna

This is a bit of an odd dilemna I have. I have long thought I have a vacuum leak somewhere on my '87 9000 Turbo that was being difficult to find and this weekend I was able to use some propane with a tube to move it around areas and see if I detect a leak and lo and behold there aren't any! The reason I have thought I had a leak is my boost gauge will only read vacuum under load and light throttle conditions. At idle it reads atmosphere. Well I temporarily moved the hose to the connection for the charcoal canister, the small tube fitting, and I have lots of vacuum showing on my gauge just as I should. Problem here is that with constant vacuum on the hooter valve it remains open thus not allowing any boost!
So here is the dilemna: I am told I should read vacuum under non-boost conditions, especially at idle, yet I cannot get this on my gauge with the normal vacuum line hookup. My current configuration for vacuum lines is the distributor and hooter valve lines come off the throttle body connections just as I have seen in different pictures of other cars of this vintage. I am able to develop full boost when driving and when I let off the throttle I get a pressure spike instead of a release (for lack of a better term) as I should if the hooter valve was being opened (the hooter valve is pretty new). Anyone with suggestions feel free to chime in on this one.
