There will be a little less than battery voltage on the small wire with the key on due to voltage "drop" across the light bulb. If you have some voltage (say 8 or more) at the small wire and no charging after start, the problem is in the alternator. Oh, you did check for battery voltage at the big wire? It should always be there. You may just have a failed regulator/brush set. e-mail me your address and I can send some info from the factory manual.
