Odd starting behaviour

My 93 CSE auto w/ 170k kms starts fine cold on a cool day, and will run normally if I wait 15 seconds or less before putting it in gear. If I wait 20-30 seconds or longer, rpms drop almost to a stall before recovering. Could this be a BOV issue? New DI, silicone grease on newish (8mos old) plugs, all elect. connections cleaned and given a bit of silicone spray, no vacuum leaks, new air filter, tranny works well. Maybe the infamous electronic throttle or a fuel issue? It's due for a new fuel filter soon. Ideas?
