Failed CA emissions pre-test

Here's the scenario: '87 9000 Turbo, has had low compression on cylinder 1 that was causing roughness at idle and low rpm's in upper gears. Pre-test results are:
15 mph max allowed
CO2 % = 13.7 n/a
O2 % = 1.2 n/a
HC ppm = 430 114
CO % = .69 .73
NO ppm = 1881 863
25 mph max
CO2 % = 13.9
O2 % = 1.0
HC ppm = 383 88
CO % = .62 .61
NO ppm = 1499 796
I've looked at some other posts on this, but mine seems a bit of an anomoly. The high CO % would indicate rich, but the plugs on cylinders 2-4 look good with #1 looking rich. As to just what everything else is telling me I'm not sure. If memory serves NO is indicative of high temps? My engine runs cool. CO2 being lower than 14% should mean the mixture is lean correct?
I guess what this comes down to is I am going to have to bite the bullet and replace the rings and bearings. I'll look into any seals I might replace while I'm at it. Well, at least it should end up being like new when I'm done.
