Not sure after 88, as that is the newest electric manual I have for the 9k. But the 88 manual shows a wire from the starter switch through a jumper under the hood (where the auto tranny safty would plug in) and then direct to the small terminal on the starter. 12 volts on the wire to engage the starter. Terminal 3 on the diagnostic connector also goes to the small terminal. You can check for 12 volts there or jump it with 12 volts to troubleshoot. (at least on a 88) Hope this helps a little. Oh and you do have all the grounds hooked up? Remember the engine/tranny are mounted on rubber which is a poor electrical conductor.
