Can the timing being too advanced cause high HC and NO? I posted earlier on my '87 9000 Turbo not passing for these emissions being too high. They had measured the timing at 22 deg. btdc and when I rechecked it later it turned out it was. I reset it to 16 and the car is definitely running better. I was able to drive up a hill in fifth at 45 mph that was not possible before. I'm going to try an oil change tomorrow and see where the emissions are. I'm also going to check the compression and will post results.
