I also live in a very hilly town. I usually do not park on steep grade if I do not have to but I do used the emergency brake liberally when getting going from a stop on a steep grade.
pull hold the E-brake, and proceed forward like you would usually do (rev to 2000 grand or so, start to let out the clutch)---once you start loading the clutch and the revs start to lower (from the e-brake being pulled)--let the e-brake down and clutch fully out at the same time...and gas-it ass you normally would on a hill.
practice on an empty street.
This technique helps with parking as well...just takes more time getting use to the multitasking involved;-)
