I do hope the dealer was joking ... if not, I would pass this on to Saab corporate.
This is a standard "168" 5w wedge type bulb. As TKC and others have mentioned, they are the bulbs for the daytime running lights, or if you've pulled the fuse, when the headlight switch is in the park (i.e. middle) position. They are very common and very inexpensive. I can't even imagine why this would be an inspection item ... it seems most of the late model 9k I see driving around have these bulbs burnt out ... 5w is so dim they are easy to miss.
Yes - the driver side is easy to replace. Literally - 30 seconds at top. The passenger side is a pain in the tucas due to the AC hoses etc. as TKC indicated. I've got big hands ... and have found reaching down between the two hoses the best way to reach the bulbs. When they are working, they are kinda cool looking. I replaced mine with PIAA Super White bulbs to match the "white look" of the Silverstars I have for low beams.
