Power steering fluid (all oils, really) is lighter than water so would float, but the pump would whip them together into a sludge, something resembling mayonnaise but not nearly as tasty on a sandwich. ALL the fluid in the system will need to be changed when things thaw. Don't be surprised if his rack and pump are damaged when everything thaws out. BTW, SAABs take GM power steering fluid in the reservoir, NOT ATF.
