That's only going to give you a view of the TIMING chain. The balance shaft chain is closer to the block and can only be viewed by taking off the timing cover. Also, just looking at the chain and sprockets won't necessarily tell you everything -- the chain stretches as it gets older/more used. The weak points are those mentioned earlier in this string: The lower drive sprockets for both chains, and the chains themselves.
That being said, various people on this site debate when to do the chains. Some say keep changing the oil every 3K miles and you'll be fine.
Me, I am a believer in proactive maintenance.
As for the sound, you may hear of "chain slap." On my car, you could essentially hear what sounded like the noise of a loose chain being pulled across the inside of the timing cover/valve cover. That was enough for me to determine to do the work, and it sure is nice to open up the hood with the car running and NOT hear that noise!
