91 9KT what kicks the radiator fan on after shutdown?

My 91 9000T was running real hot and the fan was not coming on. I found the low speed relay fuse was blown. I replaced the low speed relay and fuse, and the temperature sensor (1/2 way down the radiator) with the one from eeuroparts. Now the fan kicks on but not until the temp gauge gets up to about 3/4, and never kicks on after i shut the car off. I considered replacing the high speed relay, but am hoping thats not a problem since the dealer wanted $80 for it. Is there somewhere to get it cheaper, and is this why the fan doesnt come on after i shut off the car? Any other thoughts as to what it might be?
