I read from other posts your car was in a crash?. You cannot open the hood. Before speculating about your TCS system, you need to be able to look in to the engine bay.
I remember there was a thread some months ago on opening the hood from the front. I never had to do this, lucky me.

On the TCS, there's tons of info on the board, again. If you search a bit, you will find out that:
1. No, the TCS cannot be permanently disabled, unless you are willing to almost swap out your entire car. It's basically the Drive by wire that's malfunctioning. Not worth it, because:
2. You have a '94. The 94-95 system is much more reliable than the 91-93 systems. Ask Anders AKA Swedecar. He owns a Saab shop and is very knowledgeable in this area.

The way I would procede:
1. OPen the hood and make sure all vacuum hoses are connected. There's not much TCS stuff at the front of the car, so at a light frontal collision the system itself would usually be intact. But other things like vacuum leaks could set it off. and don't forget the ABS sensors at the front wheels, they are integrated part of the system as well. Is the anti-lock light on?
If there's no apparent damage that could influence TCS, go to the back-up cable at the throttle body and adjust it such that the car is easier to drive and won't stall all the time. That enables you to:
Go to a dealer or Indy with the Saab diagnostic computer like a tech-II. Don't second-guess what the problem might be before someone has read the codes and tried a reset. That might even solve it, or else the problem could be that simple as a connector that has bumped loose.
A diagnosis and reset should be in the $60-80 region but could be worth every penny.
There will be other people advising you to swap this or that part of the TCS. If you have a donor car, that could be a way to go if you are familiar with this car and are sure the car functions properly otherwise. Otherwise I do not think it's worth it. If the car was in a collision it's probably not a 'typical TCS failure', anyway.
