If you don't get a lot of snow he can probably run the same tires all year round. A lot of folks here swear by Nokian WRs. As Peter T notes, the Conti Extreme Contacts are also supposed to be good.
But IMHO, if you get a lot of snow (like northern New England/ upstate NY, mountain West, etc.) he should get some snows for winter and run a performance tire the rest of the time. I do it that way and find it a good compromise. Just get good performance snows, like Nokians or something, so you don't give up a lot.
