I'd start with CphSaab's approach, assuming you've isolated the problem to the fan, not to the wiring. That flexing wiring takes quite a beating.
Try R&R'ing the fans - after all, what do you have to lose? You can easily test it on a bench if you can scrounge up 12 volts - have the battery out of lawnmower?
If you can't get them to run, I'd look around for a junkyard. Saab had those fans in cars going back to '85, which is every year 9000's were imported to the US, and I personally haven't seen that many failures. Not all cars came with fans - look for ACC cars, and look for the little vents on the doors. The junkyard approach is decent because they're pretty easy to access.
The part number for '85-89 cars is slightly different from '90-98; 92 28 454 (LF), 92 28 462 (R) for older cars, and 92 28 454 and 96 28 462 for the '90 and later. However, that is for the FAN ASSEMBLY, which consists of a lot of extra plastic ducting. I'll bet the actual fan itself is identical across all the years.
