Depends on where the stud is broken

If the stud is broken flush with the cylinder head, then I'd take the head off rather than mess with it where it is.

If some of the stud is left, and you can get the rest of the bolts loose and take the exhaust mainifold off then you have some other options.

Machine tool supply stores sell a cylinder shaped tool with a tiny pilot hole that you can slip over the stud and use to to start a small hole. They come in various sizes and you want a nice snug fit over the stud. Take a cut off wheel or grinder and square the end of the stud before you start.

I've had good luck with short left handed drill bits chucked up in a close quarters drill. Start small and work your way up. Eventually the bit catches and will usually back the stud out. The heat from the drilling seems to loosen eveything up.

I'd start with a daily application of PB Blaster on the broken stud and the remaining nuts.
