ACC codes "0" but flapper not flapping...

I had some window fogging this winter, but since I rarely drive my '98 CSE in winter, I let the problem slide. Now I'm ready to address the problem. I've done a search on the board and found one of the things I needed to look at is the recirculation flapper. I removed the cabin filter and sure enough the flap is in the up position and does not move when I turn the ignition on and off, nor does it move when I hit the recirculaton button.
I also searched to find how to do the ACC test, but the posts talking about the test linked to Townsends site. I was unable to get into that site, but if memory serves the test is accomplished by pushing the Auto and <=> buttons for 5 seconds at the same time. The set temperature went to 0 then the lights on the right side of the display came on one at a time while the test was run. Then the set temperature came back on. None of the lights on the left side came on ( I don't know if they should).
If the flapper is not wroking, why don't I get some sort of code when I run the ACC test? Did I run it the wrong way?
