You obviously have a major blockage somewhere. Did you stuff a hose with a rag ot keep dirt out, and forget about it? Has the air filter become a condo for mice?
I would start at the air filter and work forward. Pull the air filter and see if that helps. All of those are big, fat hoses, and it should be pretty easy to see where the blockage is.
Even a siezed turbo lets air through, and if yours is spinning, it's OK, or OK enough to let air through. If the hoses are sucked flat, something big is clogging things.
Also check the elbows for rubber rot. If you don't find any major blockages, it is possible that the elbows have gotten soft, and collapse under any negative pressure. Buy my money is on an errant rag.
