Seems like I paid about 130 dollars when I replaced my flex pipe. I dont understand where your pipe broke. It is normal for them to break where the flange is welded on or where the flexible section is welded in.
You could repair by welding in more pipe. After all exhaust pipes are merely metal tubes. My only concern is if the pipe broke for some reason in the center, I would have to think the surrounding metal has been deteriorated/ weakened by rust. Unless the cost is prohibitive, I would replace. For the time involved in fabricating a piece & Welding it in, you will come out even and still have a cobbled part that will likely fail.
Second question regarding the mount, the answer is yes. The flex pipe is designed to give slightly under stress of engine torque and bouncing over bumps. When the mounts begin to fail and the engine travels more on its mounts, it will break the pipe.
