Vaccuum leak? Check all hoses. Better to replace all with silicone ones. Also check that they're all attached (one might have been overlooked during head-gasket r&r).
PCV check valve wasted? Mine was, and caused little to no boost condition (new one via site sponsor: $13). To check it, remove hose after check valve, and blow into it. If no resistance, it's shot. BTW: this is the in-line grey/white valve that comes out of the top of the crankcase where two hoses are attached to a plastic connector. Also look to see if the rubber seal is leaking at the bottom of the plastic connector where it goes into the crankcase (mine was, new one via site sponsor: $1.00).
NGK plugs installed? You said new ones were just put in. Verify they're NGK and that they're gapped correctly.
BPV okay? To check, remove hose that goes into top of it (from the end that's attached to the plastic t-fitting), and suck on it. No resistance, it's shot. Plenty of these on eBay. OEM # ends in 103, Viggen # ends in 110 (though this is really only for FPT and modified engines).
Change fuel recently? Should use premium for optimum performance (at expense of mileage).
Fuel filter clogged? Simple to replace (under pass. side in front of rear wheel -- search board on replacement).
