If the rotors are true, then I'm going to say Peter is on the right track with bushings. It may be (probably is) the control arm bushings, but it could also be ball joints.
As a test, at speed pull up on the parking brake. You aren't trying to lock up the rears, but just load the brakes. Do you feel the shudder? If so the problem is in the rears. I doubt that's where the issue is, but it's a cheap test.
When you hit the brakes, the wheels slow down ('natch!), and that force is transmitted to the chassis through the bushings. If the bushings are shot, they will compress more than a good one. This moves the control arm, which essentially creates a small steering input. That change of steering input can, in some cases, actually relieve some of the force, and you get an oscillation. I would also have the front end alignment checked, and make sure the steering rack is bolted down well.
Lastly, check the tires for uneven wear - that would be a sign of front end mis-alignment. If the tires are badly worn, try swapping them with the rears (which are hopefully less worn) and see if that helps.
