As I stated in one of my prior postings in this thread, bad seals generally DO NOT affect turbo boost! The only thing you will notice in such a scenario is prodigious quantities of smelly, thick blue smoke. If the seller, or his mechanic, suggests that the seals are responsible for the loss of boost, save yourself NOW. The only way that bad seals will affect boost is by causing the turbo to seize, either partially or completely; and before the turbo seizes the smoke effect would have been unmistakable for a long, long time. You are dealing with a seller/mechanic combination who either do not know what they're doing or are trying to "play" you, to use the vernacular.

Be patient, and wait for a better example.
