Dag, somewhere between '91 and '95 Saab changed the operation of the stock temp gauge. My '91 would fluctuate up to almost red, then the fan would kick in and it would fall again. Like yours, the '95 never leaves about 8:30 once warmed up, regardless of the real temp.
For this reason I installed a real water temp gauge, placing the sender at the upper rad hose. See photo. Unlike most temp gauges it reads downstream of the 'stat, not upstream at the engine. With this I can see the temps rise and fall as I should be able to with the stock gauge, which is apparently wired into the EDU in some way to filter its operation. I guess this kept the warranty complaints down.
