Sometime no boost

The car is a 1991 CD turbo auto.with 128,000 miles.
The only mods are a K&N air filter ( drop in ) and a 3" exhaust from and inc the cat back.
I have had this trouble for about 8000 miles now. Sometimes I cannot get full boost all the time, guage is half inch from the red. Then the next time you put it to the floor you have full boost. It seems like it is getting worst
like 85 % not working all the time.
I have tried DI, plugs, BOV, PVC valve and BPC ( the part on the Rad with 3 hoses attatched ) with no luck. When I did the PVC change I thought it was fixed then it started again and since have changed that again. Changing the BPC has smoothed out the motor when it is cold.
Seems like the hotter the motor gets the more it will do it. When it is raining out it seems worst. The problem started out just doing it very little, but now something needs to be done. Now when you try to role the gas on it even seems like it will miss some then smooth out but no full boost. Feels like the timing is being backed off or waste gate is closing.
But could this be a fuel problem. Had it on Tech 2 but they cannot get anything firm. Nice car I would like to fix this problem
