Thanks to jj and others who responded. I don't use a BPC at all as I find it slows down spool-up so that's not a factor in my case. My MBC is working fine. I have checked all vacuum hoses -- including the ones at the charcoal filter, I have driven the car with the W hose detached and still achieved low boost. I also checked my blow off valve and it is working fine. From searches I have done on the board it looks like either the wastegate flap is detached or not sealing, or the turbo fan is defective in some way. If the wastegate's natural state is closed, then there is no way I am getting even base boost.
