Peter, I don't think this is a problem. In fact I understand that's the way in which the ACC tells you that the default AUTO fan speed it has selected has been altered (by you) to become higher/lower than its original speed. You also know this because now the AUTO led goes off. Thus when you re-press AUTO everything reverts back to full automatic control.
That's how it is on my '93 CSET (ACCII) and I've never noticed any irregular symptoms by adjusting manually while in AUTO.
Now the foam out of vents: that's due to some insulation somewhere in the aquarium (I forget what for) that tends to disintegrate with age and becomes brittle and breaks apart, getting into the vent pipings. I know it's a common problem but you'll have to search the board for repair procedures.
Less-known facts about ACCII oepration:
1) If you start in AUTO, then go to ECON mode then play around with fan or vent settings, if you want to go back to exactly how you had things in AUTO, just hit ECON again and you're back in AUTO. This is sometimes preferred rather than hitting AUTO again which may override all your previous AUTO settings.
2) If you start in AUTO, then go to OFF, and later decide to turn ACC back on to AUTO again (with last settings), just hit OFF again and you're back in AUTO, keeping all your previous AUTO settings.
