Because the needle does not drop when the engine is idling, there is either a problem with the gauge or the hose running to it.

At engine idle, there should be a lot of vacuum, and the needle should drop. Since it doesn't, two things come to mind- (1) the gauge has a problem, or (2), the rubber hose has gotten old with age, or has a crimp, and under vacuum, the hose collapses.

Either way, since the gauge isn't showing the proper value at idle, the gauge or hose is bad. Therefore, fix that before you start worrying about whether or not you are missing boost. Subjective feel is hard, espeically if it's hot where you are - turbos are slower in hot, humid weather.
