Because the front wheels need to turn, the top of the strut attached to a bearing that then attaches to the body. With time, like all things, this wears out. One of the noticible signs of wear is squeeking or "rumbling". In any case, the part is called strut bearing.
When you open the hood and look next to the hood pistons, the 3 bolts on both sides are were the plate of the strut bearing attaches to the body and in the center, the big nut, is how the bearing attaches to the top of the strut.
