Those aren't terribly low starting voltages.
First thing I would do is remove each battery clamp, and clean the contact surfaces - battery posts and Inside of each clamp. A little Scotchbrite or fine sandpaper. Peek into the cable where it leaves the insulation - if it's all caked up with white or greenish powder, think about replacing the battery cables.
Of course, radio code in hand is useful.
Each car is different when it comes to startup voltage. I have one car that where the battery is shot with a staring voltage in the 10 volt range. I have another that is in the 9 volt range with a fresh battery - it takes 8.1 for a bad battery. That doesn't mean the second car starts at a lower voltage - it means that the circuitry in the EDU grabs the voltage at a different time in each car. Cranking voltages are quite often below 10 volts.
As long as the EDU is reading in the mid 13's or so when driving along, the alternator is probably fine and charging the battery.
It could be a weak battery - yes it may be recent, but things die. My bet is battery clamps.
