Here's what did for a little experiment. I unplugged the BPC, which tricks the computer into giving full-on boost. I left it like that for a few days (back to the good ol' days of LPT!) and when I plugged it back in, the boost was amazing! The car is no slouch anyways, but it was insane. However, my driving, like yours, doesn't allow for a ton speeding in my area. So after a few days, it did seem to back off a little. But it still was WAY better than before unplugging the BPC.
So to answer, I guess its a little of both. It needs to be wrung out a little to really get it going. If you drive it hard, then it will stay like that. If you don't I guess it will back off slightly, but still be better.
