meaning I think it's just pushed in there.
When I did the water pump I couldn't get the pipe out either so I just skipped that o-ring. My car never leaked though, except when the pump bearing failed and it wobbled all over the place.

I think you can just pull it but don't distort the pipe otherwise the o-ring won't be the problem.
