crankshaftpulley & fuel filter removal

My brother has an electric impact wrench that I could use, do I just loosen the crankshaftpulley bolt without locking the starter/flywheel? Do I have to lock the starter/flywheel when tightening up?
Also I would like to replace the fuel filter, do I just do the same. meaning I don't have to put a contra on the banjo bolt. I can loosen it directly. Pls advise.
