Under base boost, unless something is really bad, plugs should look like normal plugs- whitish to a very light grey.
By base boost, I assume that the boost needle goes no higher than straight up - right in the middle of the yellow band. Full boost will put you to the edge of the yellow/beginning of red.
The APC solenoid is mounted on high up on the back of the radiator, on the driver's side. Look for a squat cylinder with three thin rubber hoses and an electrical connector.
